Revision of the Overall Planning of Zhaoquanying Town, Shunyi District, Beijing, China

Together with Prof. Dr. Klaus Kunzmann and IZES GmbH Saarbrücken, CLR is working on the revision of the statutory plan of the city government of Zhaoquanying, Beijing. The project aims to apply principles, targets and practical approaches of urban development in Germany.

Sustainable Land Use Management

In 2013, two workshops have been done in Chengdu in order to assess possibilities of alternative land use systems in China. International experts from USA, UK, Australia, Germany and China presented and discussed their findings. The project was funded by the central government of the PR China.

In 2013, the Ministry of Economics and the Ministry of Finance assigned the CLR to develop a Fiscal Impact Assessment calculator, tailored for the institutional environment of the state of Rhineland Palatinate. The calculator was presented in 2015 and can be downloaded under

The methodology was subject to a PhD thesis by Daniel Mühlleitner, published under the title:

The Ministry of Environment and the Ministry of Finance of Rhineland-Palatinate jointly launched a competition for Rhineland-Palatinate municipalities to implement a fiscal impact assessment calculation program to raise awareness and support the local decision-makers for sustainable municipal land management.

On February 25th, 2010, the conference "Sustainable Land Use Policy " took place in Schloss Waldthausen near Mainz.
Within the scope of this conference new ways were presented for Rhineland-Palatinate towards a sustainable land use policy for the municipalities in Rhineland-Palatinate. In doing so, the focus should not be directed at abstract policy goals, but to show how the state government as a whole supports the municipalities with this future task in times of demographic change.

The purpose of this event was to present suitable tools for a sustainable development of settlements to the local decision-makers by identifying and activating the intrinsic potential of the settlements. The advantages of the fixed embedding of a "follow-up cost calculator" in municipal planning were also presented.

In the middle of 2007 Niederwörresbach was officially given priority for investment and redevelopment by the state of Rhineland- Palatinate. Together with the administration and the citizens of Niederwörresbach CLR set up a development concept and moderated the procedure.

The Competence Center for Land Use Policy (KF-RLP) was established on the 22 January 2008 on the initiative of the Ministry of Environment, Forestry and Consumer Protection of the State of Rhineland-Palatinate and CLR (the former Center for Soil Protection and Area Budget Policy, ZBF-UCB).

The aim was to establish an internet-based platform, which should serve as an information- and knowledge-based platform for those involved in the field of soil protection and land use policy, particularly in Rhineland-Palatinate.
The objective was to make best practice possible in the area of land use policy, to enable an exchange of experience and know-how, in particular through workshops. It’s also vital to bring together potential public and private partners, to systematize the relevant initiatives and activities, effectiveness and efficiencies.

The work of the Competence Center can be found on the well-established internet platform "EffNet".    

Fiscal Analysis of the Development of Small and Medium-sized Areas in the Metropolitan Area of Stuttgart

The fiscal impact of the reuse of small and medium-sized sites is examined by means of a fiscal impact analysis in consideration of possible acting alternatives that the city has. Concretely, this is the revitalization of an EnBW site in Stuttgart. According to the idea of the city, a residential development with 450 residential units is conceivable. As a possible alternative to this residential project, the area should be analyzed as well as its potential use in the form of a new commercial area. The result is a presentation of the liquidity situation over time and the calculation of the net present value on the basis of a marginal consideration.

Research project: Strategic noise mapping in Rhineland-Palatinate and Saarland

In order to implement the EU environmental directives, the Environmental Ministry of Rhineland-Palatinate (MUFV) and the Ministry of the Environment (MfU) of Saarland commissioned the CLR (former ZBF-UCB) to carry out the strategic noise mapping for these federal states within the framework of a research project.

On behalf of the Environmental Ministry of Rhineland-Palatinate a policy strategy for the reduction of land use should be developed, taking into account and weighing up other relevant issues (for example economy and social affairs).
The strategy paper (submitted in 2006) represents the status quo of all the objectives and instruments used in the various ministries of the Land Government to reduce the amount of land use, and provides indications of measures to be strengthened.

Regional Marketing Concept for the Municipality Birkenfeld

A regional marketing concept has been designed for the municipality of Birkenfeld, taking into account the size and the existing restrictions, which, in an analysis phase, represents the potentials, strengths and weaknesses as well as opportunities and risks of the municipality and a unique location advantage. Based on this, a possible mission statement, a future approach, organization and conceivable measures were formulated. 

Regional Marketing Concept for the Administrative District of Birkenfeld

A regional marketing concept has been developed for the administrative district of Birkenfeld to start a marketing process (2005). A detailed situation analysis provided a basis for the decision regarding goals, strategies and a positioning. These are defined in a kick-off event in a cooperative manner and are then followed by the implementation of operational measures by working groups and project groups.

Creation of a Village Renewal Concept for the Local Community of Niederwörresbach

On behalf of the municipality of Niederwörresbach, a village renewal concept was developed. With regard to the demographic development, this is not necessarily the classical concept of a village renewal. The goal for the future is to create a sustainable settlement structure while at the same time keeping the fixed costs for the municipality small. The concept initially comprises the two planning steps, analysis and creation of a target concept.

Creation of a Building Land Information Tool

Creation of an information platform in which all the building and land potentials of a municipality are recorded (2005).
The aim of the platform is to create transparency regarding the stock of unused building sites. Target groups are affected citizens, landowners, architects, potential builders and investors, who are given information on the market availability of vacant vacancies and other areas that can be built up immediately or in the foreseeable future.

Renovation in the Southern Part of the Environmental Campus Birkenfeld

Project status: Completed.

On partial areas in the southern part of the ground of the Environmental Campus Birkenfeld the suspicion of the existence of contaminated sites has grown due to the previous use as a military property of the American armed forces. The ECB Umwelt- Campus Birkenfeld Development and Management GmbH (UCB-GmbH) is the owner of these areas.

The subject of the commissioning of the CLR (former ZBF-UCB) were questions about the scope of the UCB-GmbH's restructuring obligation. This involved both technical-scientific and legal issues. In close collaboration with Prof. Dr. Heike Bradl (technical questions) and Prof. Dr. Hans-Peter Michler (legal questions), the CLR had prepared a rehabilitation proposal and presented it to the stakeholders and the responsible soil protection authority (2005).
